What to expect at the Feb. 26 Roseville Area School Board meeting
The Roseville Area School Board will be meeting this week on Wednesday, February 26. Below is a summary of the major topics planned for discussion:
Community Input
6:00 p.m.
If you want to provide any feedback to the school board, come to the community input session at 6:00 pm. You must sign up by 3:00 p.m. the day of the meeting by filling out an online sign-up form or contact the superintendent's office in person, by email, or by phone: 651-628-6452.
Regular School Board Meeting
6:30 p.m.
Program Report
District and school staff will present a report on student participation on programming including special education, advanced academics and talent development, and activities and athletics. The presentation will include data about different demographic student groups per category of activity or program.
American Indian Education Program Presentation
Associate Superintendent of Equity and Innovation Delon Smith will present a report about Roseville’s American Indian Education. This is a federally and state funded district-wide program to promote cultural awareness, academic advocacy, and community connection for American Indian students and families. Anyone who identifies as North American Indian is eligible for affinity groups for different school-levels. The presentation will give an overview of the activities, lessons, and field trips that have happened in this program.
Smith will also bring forward a presentation on behalf of the American Indian Parent Advisory Committee. According to the agenda document, this committee passed a resolution of “non-concurrence” which means that the committee “finds the district has not been meeting the needs of American Indian students.” Details on why the group feels the district is falling short will be presented at the meeting.
Achievement and Integration Budget
Smith will also present the proposed 2025-2025 Achievement and Integration (A&I) budget for approval. According to the presentation, the A&I program, “supports the pursuit of racial and economic integration, increased student achievement, the creation of equitable educational opportunities, and the reduction of academic disparities based on students’ diverse racial, ethnic, and economic backgrounds in Minnesota public schools.” The proposed budget for $1.8 million will support AVID, Dual Language Spanish Immersion, cultural liaisons, professional development, and new staff for racially identifiable schools.
Acceptable Use Policy 400
The School Board will be voting to approve changes to Policy 400 regarding the acceptable use of the district’s computers systems, including the Internet and electronic communications. The update includes the addition of the term “artificial intelligence (AI)” to the list of the types of technology tools the policy covers.
The biggest change is a new section on cell phone use, which essentially directs the superintendent and school district administration to establish rules and procedures regarding student possession and use of cell phones in schools.
This policy is reviewed annually by the school board, but the cell phone section was added this year in compliance with the new Minnesota law requiring public school districts to have a cell phone policy in place by March 15, 2025.
At the beginning of the 24-25 school year, the district rolled out new cell phone policies for elementary, middle, and high schools, restricting their use. The Roseville Reader will be doing a feature on the implementation of these cell phone policies and any updates in March.
Approving Calendars
The school board will be voting to approve the final school year calendar for 2025-2026 and the draft calendar for 2026-2027.
Other Business
The meeting will also include announcements, bill payments, recognitions, a study session report, board reports, and the superintendent’s report, among other routine board activities.
How to Watch the School Board Meeting
School Board meetings and work sessions are open to the public unless a closed session is part of the agenda. Meetings are held in the Fairview Room at Aŋpétu Téča Education Center (1910 County Road B West in Roseville). Meetings are usually held on the second and fourth Tuesday of every month, except July. So far in 2025, meetings have been frequently rescheduled to accommodate the changing dates for the House District 40B Special Election.
