What to expect at the May 27 Roseville Area School Board Meeting

The Roseville Area School Board will be meeting today, Tuesday, May 27. Below is a summary of the major topics planned for discussion.
The community input session will start 30 minutes earlier than usual at 5:30 p.m. to accommodate a public hearing at 6:00 p.m. for a General Fund Budget hearing. No details were provided in the agenda about the contents of this hearing.

The announcements, comments, and recognitions portion of the meeting will include recognition of the Edgerton Ice Savers - Samsung Solve for Tomorrow National Finalists. Edgerton Elementary in Maplewood was among the top 10 finalists and in Samsung’s Solve for Tomorrow Stem Competition. Edgerton’s student scientists developed a sensor system to measure lake and river ice thickness with ultrasonic sensors, buoys, and AI-driven analysis. The data is shared in real-time through a mobile-app. The purpose behind the invention is to help prevent the numerous accidents and fatalities caused by falling through thin ice. Edgerton was also chosen by the public as the Community Choice Winner, awarding the school an added $10,000 prize package.

The board will also be recognizing Roseville Area High School Speech Team competitors who competed in the Class AA State Speech Tournament tournament this spring. Four students qualified for state: Maya Hamilton (12th grade) and Logan Dam (11th grade), competing in the Duo Interpretation category; Summer Balfanz (10th grade), competing in the Discussion category; and Liam Sekhon (10th grade), competing in the Storytelling category.

Reports and Non-Action Items
Three policies are up for review. This is the first reading of each policy:
Policy 520: Student Discipline. No changes are being recommended to the current policy
Policy 504: School Attendance. No changes are being recommended to the current policy.
Policy 104: Equal Education and Employment Non-Discrimination. Revisions are being recommended to this policy. The last time this policy was reviewed was in 2018. Significant changes are being recommended, which include bringing the language into alignment to the Minnesota Human Rights Act, Title IX requirements, and notice requirements of Section 504.
The recommended changes for discussion can be found in section 6c of the agenda document.
Action Items
The board will be voting on two action items during this meeting. The first is on a resolution relating to the termination and non-renewal of the teaching contracts of seven probationary teachers. The reasons a teacher may be terminated in this way include:
- Discontinuance of position
- Decrease in enrollment
- Financial condition of the district
- District performance standards
The second action item is to vote on whether to approve the fiscal year 2027 Long‐Term Facility Maintenance budget and authorizing the inclusion of a proportionate share of Northeast Metro 916 Intermediate School District’s long‐term facility maintenance projects in the district’s application for long‐term facility maintenance.
Northeast Metro 916 Intermediate District does not have independent levy authority. This intermediate district is one of four school districts in the state that partners with other school districts—including Roseville—to serve nearly 5,000 students through shared programming. Board Reports
The regular board meeting will conclude a work study session report, individual board member reports, and the superintendent’s report.
Closed Sessions
At the end of the meeting, two closed sessions will be called. The first closed session is for considering strategy for labor negotiations, including negotiation strategies or developments or discussion and review of labor negotiations proposals.
The second closed session is for evaluating the performance of Superintendent Jenny Loeck.
How to Watch the School Board Meeting
School Board meetings are open to the public unless a closed session is part of the agenda. Meetings are held in the Fairview Room at Aŋpétu Téča Education Center (1910 County Road B West in Roseville). Meetings are usually held on the second and fourth Tuesday of every month, except July.
