What to expect at the June 10 Roseville Area School Board meeting

The Roseville Area School Board will be meeting this week on Tuesday, June 10. Below is a summary of the major topics planned for discussion.

Community Input

6:00 p.m.

If you want to provide any feedback to the school board, come to the community input session at 6:00 p.m. You must sign up by 3:00 p.m. the day of the meeting by filling out an online sign-up form or contacting the superintendent's office in person, by email, or by phone: 651-628-6452.

Minnesota Teacher of the Year candidates

The School Board will be recognizing four Roseville educators who were candidates for the 2025 Minnesota Teacher of the Year Award. They were among 142 educators statewide nominated by their colleagues and community members, honoring excellence in teaching.

  • Varsha Leiseth, Roseville Area High School
  • Sean Padden, Roseville Area Middle School (finalist)
  • Averi M. Turner, Emmet D. Williams Elementary School (semifinalist)

Ramsey County School Waste Reduction and Recycling Grant

District administration is seeking approval to apply for a 2025-2027 Ramsey County School Waste Reduction and Recycling Grant for $190,000 to implement a best practices waste, recycling and organic waste management program in Roseville's secondary schools. For the past several years, this program has successfully rolled out in the district's elementary schools thanks to two earlier Public Entity Innovation Grants (PEIG). This program has been led by Todd Lieser, buildings and grounds supervisor, and Angela Richey and Maria Amerman, nutrition services supervisors.

According to the agenda:

"The project scope included an upgrade to existing cafeteria sort tables and the single stream recycling program; capturing milk cartons in single stream recycling; switching from disposable to reusable foodservice trays and silverware; and developing a standard operating procedure and best practices for a waste, recycling and organic waste management program."

This item is part of the consent agenda which will be voted on as a group with other items.

Capital Projects Levy for Security and Technology

Previously discussed during the May 13 Work Study Session, now the school board will hear a report at the regular meeting about the potential capital projects levy for security and technology. This is a report and will not be voted on in this meeting. If approved by the school board at a future meeting, the school levy question will go on the ballot in the Fall 2025 election to fund security and technology projects for the next ten years.

During this meeting, the board will hear a report from district administration about how technology plays a crucial role in key aspects of district operations, including, "safety and security, student learning, cybersecurity, communications, and infrastructure." Without a dedicated funding source, Roseville Area Schools faces challenges in adequately funding technology operations.

There will be a presentation by Peter Leatherman of The Morris Leatherman Company on the results of a recent community survey about resident perceptions of the school district. The survey involved telephone interviews with a random sample of 400 School District residents between May 19 and 30, 2025.

The district’s municipal advisors will be present to discuss the financial impacts of a capital projects levy.

Superintendent's Performance Evaluation

On May 27 the board held a closed session to evaluate the performance of superintendent Jenny Loeck. A summary of this closed session will be shared during the June 10 meeting.

Action Items

Policy reviews

Three policies will come before the board for the second time.

Policy 504: School Attendance (Second Reading) No changes are being recommended to the current policy.

Policy 520: Student Discipline (Second Reading) No changes are being recommended to the current policy

Policy 616: Instructional Materials Selection - revised (Second Reading) The board reviewed the proposed changes to this policy on May 13 and no further changes were requested after that first reading.

Policy 104: Equal Education and Employment Non-Discrimination (Second Reading) The board reviewed the proposed changes to this policy on May 27 and made no further changes requested after that first reading.

New Course Proposals for 2026-2027

The board will be voting to approve three new courses at Roseville Area High School for the 2026-2027 school year. The new courses are:

  • AP Art and Design Optional 3rd Trimester
  • Multilingual Learner- Peer Tutoring
  • Online Physical Education 2

Reports

As is typical for all regular school board meetings, the agenda wraps up with individual board member reports of their activities and interactions related to the district and public education. The superintendent will also give a report.

Closed Session

There is another closed session planned at the end of this meeting to evaluate the performance of the superintendent.

How to Watch the School Board Meeting

School Board meetings are open to the public unless a closed session is part of the agenda. Meetings are held in the Fairview Room at Aŋpétu Téča Education Center (1910 County Road B West in Roseville). Meetings are usually held on the second and fourth Tuesday of every month, except July.

You can watch live on the district's Channel 18, streamed live online, or on the Roseville Area Schools YouTube Channel. A recording of the meeting will be uploaded within 7 days to the board meeting archives.

The next Roseville Area School Board meeting is scheduled for June 29, 2025. This is the last meeting on the schedule for the 2024-2025 year.
