What to expect at the June 24 Roseville Area School Board meeting

The Roseville Area School Board is meeting this week on Tuesday, June 24. This is the last regular board meeting until August.
Here's a summary of what will be discussed and how to participate:

Alternative Teacher Professional Pay System (ATPPS) Annual Report
Mike Schroeder, associate principal at Roseville Area High School and former ATPPS/Teacher Development and Evaluation coordinator, will present an update on ATPPS and a summary of the annual report.
According to the presentation,
"ATPPS is a voluntary program that allows local districts and teachers unions to work together and agree on a plan that meets four components of the law:
Career advancement options
Job-embedded professional development
Teacher Development & Evaluation (TDE)
Performance Pay and Reformed Salary Schedule"
Graduation and Post Secondary Report
Jake Von De Linde, executive director of teaching and learning, will review the 2023-24 graduation and postsecondary report. This report will focus on graduation rates for Roseville Area High School, Fairview Alternative High School, and the district overall. Information on students enrolling in postsecondary school, enrollment in developmental college courses and entrance into the workforce will also be presented. The presentation slides, which include data and charts, can be found in the agenda meeting files.
Action Items
The following items will be coming before the school board for a vote.
Policy 564: Nonresident Student Attendance (revised)
Shari Thompson, executive director of business services, will review the policy and the requested changes from the first reading on April 8. This is the second reading of the policy. The changes to the policy are regarding allowing pre-school age children with a disability who are enrolled in a Head Start or license childcare program in the district to enroll in kindergarten in a Roseville Area School.
2027-2035 Long-term Facilities Maintenance Plan/Levy
The Minnesota Legislature established a Long-Term Facilities Maintenance Revenue Program for school districts in 2015. Under this program, districts must have a ten-year facilities plan that is annually adopted by the school board. The funding is provided through both levy and state aid.
In addition to the $144 million building bond referendum which passed in 2017, used for improvements and additions to existing facilities, the long-term plan includes remedying deferred maintenance to building envelopes, heating, air conditioning, ventilation, plumbing and electrical systems, and roofs.
Preliminary Budget for 2025-2026
Shari Thompson, executive director of business services, will be presenting the preliminary budget for the 2025-2026 school year. The budget was developed using assumptions approved by the school board in January. The district held a general fund budget hearing on May 27.
Capital Projects Levy Authorization
The school board will be voting on whether to authorize a capital projects levy which residents of the Roseville Area School district will vote on in the November 2025 election. This levy would fund needed district-wide technology updates, such as the installation, maintenance, and improvements of software, computers, mobile devices, network connectivity, improved safety, security and cybersecurity systems, Wi-Fi networks, data storage, website updates, office and instructional technology, and to pay the costs of technology-related personnel and training.
According to the resolution, the recommendation is a capital project levy authorization of 5.808% times the net tax capacity of the school district. If approved, the levy would raise approximately six million dollars for taxes payable in 2026—the first year it is to be levied—and would be authorized for ten years. The estimated total cost of the projects to be funded over that period is approximately 60 million dollars. Roseville is one of the few districts in the seven-county metro area that has not exercised a capital projects levy authority.
Resolution Establishing Dates for Filing Affidavits of Candidacy
There will be a school board election this fall for three at-large seats. One of the seats is to fill the a full-term seat vacated by Curtis Johnson in December 2024. That seat is currently held on an interim basis by Frank Shaw, who does not intend to run for a regular term. The other two seats are currently held by Kitty Gogins and Mannix Clark.
The resolution before the school board sets the filing period for candidates opening on Tuesday, July 29 at 8:00 a.m. and closing on Tuesday, August 12 at 5:00 p.m. Affidavits of candidacy must be filed at the Ramsey County Elections Office.
A filing fee of $2 or a petition with at least 500 signatures in place of a filing fee must be filed with the affidavit of candidacy.
Polling places will be the same as those established by Ramsey County and municipalities.

How to Watch the School Board Meeting
School Board meetings are open to the public unless a closed session is part of the agenda. Meetings are held in the Fairview Room at Aŋpétu Téča Education Center (1910 County Road B West in Roseville). Meetings are usually held on the second and fourth Tuesday of every month, except July.
You can watch live on the district's Channel 18, streamed live online, or on the Roseville Area Schools YouTube Channel. A recording of the meeting will be uploaded within 7 days to the board meeting archives.
Upcoming meetings
This is the last regular school board meeting of the 2024-2025 school year. The board will be meeting next on July 14 for a study session and retreat. This meeting will be held from 12:00 - 5:00 p.m. in the media center at Roseville Area High School. It is open to the pubic, but will not be broadcast.
The next regular school board meeting is scheduled for Tuesday, August 19.
