What to expect at the Sept. 9 Roseville Area School Board meeting

The Roseville Area School Board is meeting this week on Tuesday, September 9.
Previously, the board met in July for an extended work session. The first regular school board meeting of the school year was held on Aug. 19. During this meeting, there was an introduction to and a short address by the new associate superintendent Maura Weyandt. She was previously the principal of Edgerton Elementary. The new principal of Edgerton Elementary School, Colleen Atakpu, was also introduced to the board.
The board reviewed the following policies:
- Policy 510: Student Dress (revised) - first reading
- Policy 722: Public Data and Data Subjects Requests (new)
Action items included the 2025-2027 Cultural Liaison Contract and the 2027-2035 Long-Term Facilities Maintenance Plan.

Community Input Session
6:00 p.m.
If you want to provide any feedback to the school board, come to the community input session at 6:00 p.m. You must sign up by 3:00 p.m. the day of the meeting by filling out an online sign-up form or contacting the superintendent's office in person, by email, or by phone: 651-628-6452.
The Community Input session is not livestreamed or posted online to watch later.

The beginning of the meeting will include announcements, comments, and recognitions; and approval of the consent agenda. If there is community input given before the meeting, a summary of those comments will be provided during this portion of the meeting too.
Reports and Non-Action Items
First day of school report
Associate Superintendents Delon Smith and Maura Weyandt will report on the first day of the 2025-2026 school year.
Action Items
Policy 510: Student Dress (revised) - Second Reading
This is the second reading of the policy. At the Aug. 19 meeting, a new addition to the policy was presented by associate superintendent Delon Smith. The addition to the policy was a statement on allowable headwear, which had previously not been part of the policy. At the Aug. 19 meeting, Smith explained that this was being added to the policy to bring the total policy into alignment with the Minnesota School Board Association's recommendation. It's also to provide clarity to staff across the district on what headwear is allowed, for consistency across schools.
The new policy language about headwear that will be brought to a vote on Sept. 9 is:
"Headwear, including hats or head coverings, are allowed provided that it does not cover the student’s face to the extent that the student is not identifiable."

Policy 722: Public Data and Data Subject Requests (new) - Second Reading
A new policy on public data and data subject requests will be presented by Kenyatta McCarty, executive director of human resources. This is the second reading. It was first read at the Aug. 19 meeting and some minor changes were requested at that time. The policy includes information about what kind of data can be requested and the procedures that must be followed when responding to data requests from the public. Read the full draft policy here.
Resolution Stating the Intention of the School Board to Issue General Obligation Facilities Maintenance Bonds
In August, the board reauthorized a 10-year plan to fund long-term facilities maintenance projects with a combination of pay-as-you-go levy and LTFM bonds.
The district has been working on roofing projects throughout the district and will be doing more next year. The resolution before the board on Sept. 9 specifically relates to issuing over $30.7 million in Long-Term Facility Maintenance (LTFM) bonds for projects at Edgerton Elementary School in summer 2026 and 2027 and Parkview Center School beginning in summer 2028.

Reports
The school board directors and superintendent Jenny Loecke will provide reports on their recent district activities and interactions.
Closed Session
After the regular meeting, the school board will convene a closed session. This means no one from the public will be able to be present and the meeting will not be broadcast or recorded. The board will be discussing strategy for labor negotiations with Education Minnesota - Roseville.
According to the agenda documents:
"Minnesota Statutes section 13D.03 states that any portion of a meeting may be closed to consider strategy for labor negotiations, including negotiation strategies or developments or discussion and review of labor negotiations proposals, conducted pursuant to sections 179A.01 to 179A.25."

How to Watch the School Board Meeting
School Board meetings are open to the public unless a closed session is part of the agenda. Meetings are held in the Fairview Room at Aŋpétu Téča Education Center (1910 County Road B West in Roseville). Meetings are usually held on the second and fourth Tuesday of every month, except July.
You can watch live on the district's Channel 18, streamed live online, or on the Roseville Area Schools YouTube Channel. A recording of the meeting will be uploaded within 7 days to the board meeting archives.
The next regular school board meeting is scheduled for Tuesday, September 25.
