The Roseville Area School Board is meeting this week on Tuesday, November 25.
There are two separate meetings happening on Tuesday. The first is a public hearing to review the district's annual report and share progress toward their achievement and integration plan goals. This will take place after the community input session. The second is the regular school board meeting.
This will be a good meeting to watch if you're interested in learning more about the priorities, strategies, successes, and growth opportunities for Roseville Area Schools.
Community Input

If you want to provide any feedback or share something with the school board, come to the community input session at 5:00 p.m. You must sign up by 3:00 p.m. the day of the meeting by filling out an online sign-up form or contacting the superintendent's office in person, by email, or by phone: 651-628-6452.

Annual Report
All Minnesota school districts are required to develop a Comprehensive Achievement and Civic Readiness strategic plan and present it to the public. Questions will be answered by district administration at the regular school board meeting.
The annual report for 2024-2025 begins with an overview of the district's goals and key strategies.

The presentation will go into detail on how the district is measuring up for each of these goals by sharing data and stories about all that's going on across the district.

Achievement & Integration Plan Report
After the annual report presentation, there will be a review of the district's Achievement & Integration (A&I) plan. This is required for Minnesota school districts who are part of the program.
According to the Minnesota Department of Education:
"The purpose of the Achievement and Integration (A&I) for Minnesota program is to pursue racial and economic integration, increase student achievement, create equitable educational opportunities, and reduce academic disparities based on students' diverse racial, ethnic, and economic backgrounds in Minnesota public schools."

Roseville's A&I Plan is for July 1, 2023 - June 30, 2026. Here's an overview of the goals and progress updates.
Goal #1
"Increase the overall reading proficiency rate for BIPOC students in grades 3-6, from 37.4% in 2022 to 53.2% in 2026, as measured by the MCA-III reading test."
Progress Update for Goal #1:
- 2025 proficiency rate: 29.0%
- 2024 proficiency rate: 31.0%
Goal #2
"Decrease the flat growth of Native American students in grades 2-6, on FAST Reading test from 38% in 2022 to 29% in 2026."
Progress Update for Goal #2
- 2025 flat growth: 19%
- 2024 flat growth: 17%
Goal #3
"Increase students' access to the number of racially and ethnically diverse teachers from 12% in 2023 to 17% in 2026."
Progress Update on Goal #3 (teachers of color):
- 2025: 16.25%
- 2024: 15.17%
- 2023: 14.7%
Racially Identifiable Schools
Roseville Area Schools has two elementary schools that are considered Racially Identifiable Schools (RIS): Harambee and Edgerton. This means their BIPOC student population is at least 20 percentage points higher than the district as a whole. For the whole district, 63.3% are students of color. Harambee's student body is 82% students of color and at Edgerton 86% are students of color.
The A&I Integration Plan has specific goals for these schools.
RIS Goal #1
"Decrease the overall average percentage of flat growth for BIPOC students in grades 2-6 (as measured by the FAST reading assessment) at Edgerton (from 16.5% to 8%) and at Harambee (21% to 10%) by 2026."

- 2025 Edgerton flat growth: 27%
2024 Edgerton flat growth: 18% - 2025 Harambee flat growth: 31%
2024 Harambee flat growth: 22%
RIS Goal #2
"Increase the enrollment at Edgerton Elementary from 450 students to 490 students and Harambee Elementary from 270 students to 330 students by 2026"
Progress Update:
- 2025 Edgerton: 383 students
2024 Edgerton: 389 students - 2025 Harambee: 257 students
2024 Harambee: 265 students
RIS Goal #3
"Edgerton and Harambee students will self-report a 10% increase on the student survey, from 2023 baseline year data to 2026 data, in response to teacher equitable practices in their classrooms."
Progress Update:
- Social Emotional Learning and Equity Survey data for individual schools is not yet available.

The meeting will also include an overview of how the district and schools are working to achieve these goals, including:
- Literacy as a social justice issue
- AVID Elementary and AVID WICOR strategies
- BIPOC Recruitment and Retention efforts
- AIPAC, Cultural Liaisons, ELAC, District Attendance Team
- Teacher Development and Evaluation

Summary of Community Input receive for Action Items - Consent Agenda
- Of note this week on the consent agenda are Roof Replacement Bid Packages II and III for Roseville Area High School. As part of the district's roof replacement plan, the proposed project includes two roof replacements at Roseville Area High School during the summer of 2026. Bid II covers the roof replacement for the music and career and technology education spaces and the old gym. Bid III covers the roofs for the technology systems department and the buildings original A wing.

Achievement and Integration Plan Report
Maura Weyandt, associate superintendent, will provide a summary of the report that was given at the public hearing and answer questions.
Summary of School Board Self-Evaluation
Chair Todd Anderson will provide a summary of the school board's self-evaluation and review the board's goals.
Action Items
Acceptance of Comprehensive Achievement and Civic Readiness Annual Report
The report was given at the public hearing earlier, so this is the formal "acceptance" of the report which will involve the district administration answering questions. A summary of the report will be forwarded to the Minnesota Department of Education.
Approval of School Board Handbook
The board has been developing a handbook for newly elected board members, first by a small task force and then the full board reviewed and provided feedback on drafts. The final handbook will be approved at this meeting. The handbook is not included in the meeting files, but "a link to the handbook is available upon request."
Reports:
Board members and the superintendent will share individual reports about what they've been doing and any other topics they want to bring up that aren't on the agenda.
Closed Session
Finally, there will be a closed session to consider labor negotiations strategy with Education Minnesota-Roseville.
How to Watch the School Board Meeting
School Board meetings are open to the public unless a closed session is part of the agenda. Meetings are held in the Fairview Room at Aŋpétu Téča Education Center (1910 County Road B West in Roseville). Meetings are usually held on the second and fourth Tuesday of every month, except July.
You can watch live on the district's Channel 18, streamed live online, or on the Roseville Area Schools YouTube Channel. A recording of the meeting will be uploaded within 7 days to the board meeting archives.
The next regular school board meeting is scheduled for Tuesday, December 9 at 6:45 p.m.
