Burlington, one of the last remaining anchors at HarMar Mall, has closed.

The historic Roseville mall has been hemorrhaging retailers. What was once the bustling heart of community in the 1960s-80s has become a ghost mall, with no plans for redevelopment announced.

Marshalls left in December 2025 and relocated to Rosedale Marketplace at 2439 Fairview Ave. N, in the former Hobby Lobby space. HomeGoods left in 2024, relocating to Rosedale Commons at 2480 Fairview Ave in the former Bed, Bath, & Beyond space. H&R Block also left HarMar in 2024 and moved across the street. Other former HarMar stores and restaurants have left Roseville entirely.

Burlington held on until February 2026 when it quietly held close-out sales and then shut its doors for good at the end of the month.

HarMar Mall is owned by Texas-based Fidelis Realty and managed by JLL Property Management.

Like other malls around the country, HarMar has struggled under the weight of retail crime, the impacts of the Covid-19 Pandemic, and competition with online shopping, among other factors. Retailers at the mall have changed how they operate to prevent theft. Stores with external entrances have their interior entrances locked-up, with the mall concourses useful only for walking laps. Burlington, the latest store to leave the mall, had a security guard letting customers in and out.

While the mall is mostly vacant, Barnes & Noble, Cub Foods, Michaels, and K&G Fashion Superstore—the largest remaining retailers—are still bustling with activity.

"We plan to continue operating as usual at this location and remain committed to serving our customers there," Janine Flanigan, VP of Store Design at Barnes & Noble, said in an email.

No public plans for redevelopment

Aaron Jackson, manager at K&G Fashion Superstore at HarMar said they are in the dark about future plans for the mall. Mall management doesn't tell them anything. He said they are happy with their location and don't plan to go anywhere else.

Mark Abbott, co-owner of MO'R Designs at HarMar, also knows nothing about future plans. MO'R Designs sells jewelry, rocks, crystals, and gifts.

"I talked to the mall manager in December and he gave us the current plan, which was plan number twenty-nine," Abbot said. The alleged plan? To demolish the mall. But Abbott was skeptical.

Multiple times a day, mall walkers stop in to ask Abbott if he knows what's going to happen with HarMar.

"I think mall management doesn't know," Abbott said.

Abbott has no plans to relocate the store he owns with his wife Mary, even though he hasn't had an official lease for over two years.

There is a persistent rumor around Roseville that HarMar is going to be razed and turned into apartments. There is no evidence for this.

The land area around HarMar Mall is zoned for community mixed use, which is designed to encourage the development or redevelopment of centers that may include residential, office, commercial, civic and institutional, utility and transportation, park, and open space uses. This means the area could, in theory, be redeveloped to include some multi-unit housing.

Converting HarMar's existing retail space into apartments is unlikely given building code requirements. No construction permits have been requested and the city has not been advised of any imminent redevelopment, according to Janice Gundlach, Roseville’s community development manager.

"We’ve had conversations with ownership about the mall’s future but it’s always been in a conceptual context and that has not changed," Gundlach said.

JLL Property Management would not comment on potential redevelopment plans at this time.

Burlington and Cub Foods did not return requests for comment.
