Dr. Frank Shaw appointed as interim director to the Roseville Area School Board
Eight candidates applied for the interim position

Dr. Frank Shaw began his interim term on the Roseville Area School Board in January after being appointed to fill a vacancy left by departing director Curtis Johnson. Shaw was a previously elected member of the school board, serving two consecutive terms (2014-2017 and 2018-2021). This interim term will be for one year and the seat will be up for election in November 2025.
On Dec. 4, 2024 a subcommittee made up of school board chair Todd Anderson, treasurer Mannix Clark, and clerk Rose Chu met to review the applications of eight candidates who applied for the interim school board position.
“It was not a simple decision. There were many great candidates,” Anderson said at the Dec. 10 meeting. He said that Shaw was selected because he is a former school board member, presently active on two school district advisory committees, he understands the current demographics of the school district, and he isn’t interested in running for school board in the upcoming election.
“We were very pleased with the candidates. It was terrific that we had the number of high qualified candidates we did and I want to be sure to thank those who applied,” Clark said at the meeting.
Chu also thanked the candidates and emphasized that their biggest priority was finding someone who could hit the ground running since this is just a one-term appointment to fill a vacancy.
“Our community really stepped forward,” director Kitty Gogins said after the resolution to accept the appointment of Frank Shaw was read. “The eight well-qualified individuals who were willing to serve shows a strong commitment to our students and youth.”
Director Mike Boguszewski echoed his fellow board members’ gratitude for the candidates who applied, suggesting they should consider serving on another district committee to serve the community.
Director Curtis Johnson, whose resignation was effective Dec. 31, 2024 after this meeting took place, was not part of the sub committee that reviewed the candidate applications but he did get to vote on the appointment.
“I do not know their names, but I want to take the opportunity to thank [the candidates] and I hope they try to run in the fall,” Johnson said at the meeting. “I am definitely pleased that Dr. Shaw has agreed to come fill this role.”
At the Dec. 10 meeting, the board voted unanimously to approve the appointment of Dr. Shaw to the Roseville Area School Board. His one-year term began in January.
Anyone who wishes to run for Roseville school board in 2025 can file their candidacy between July 29 to August 12, 2025. There will be three seats up for election—the two currently filled by Gogins and Clark and the one now filled by interim director Shaw.
“We firmly believe that the public, our constituents, should themselves determine who is a permanent board member,” Boguszewski said at the meeting. A regular board term is four years and elections are held every two years.
The next board meeting is schedule for Wednesday, Jan. 29. at the Fairview Room at Aŋpétu Téča Education Center at 6:30 p.m. Meetings are also livestreamed and available as a recording afterwards online. Community members are welcome to offer input 30 minutes before every regular board meeting, but must sign-up in advance.

In November, Curtis Johnson resigned his position on the Roseville Area School Board after being elected to the Minnesota House to represent District 40B. His last day of service on the school board will be Dec. 31, 2024. The school board accepted his resignation on Nov. 12 and began the process for filling the vacancy.
