It may be snowy this week, but signs of spring are already popping up in the form of blaze orange cones and signs around Roseville. So what’s happening in road construction this year?
The Roseville Reader connected with Jennifer Lowry, Roseville City Engineer and Assistant Public Works Director for an update on what construction projects are in the works for 2025 that will impact traffic. The RR also scoured Ramsey County and MnDot websites for additional construction projects. Below is a list of planned road construction projects taking place in Roseville in 2025.
Pathway Projects
Lexington Ave
The city is installing a new pathway on the east side of Lexington Ave from County Rd B to Highway 36.
Fairview and County Rd B
The city is resurfacing an existing path on the east side of Fairview Avenue from the Highway 36 service Drive to County Rd B. An existing path on County B will also be resurfaced on the north side from Fairview Ave to Herschel St and the south side from Fairview Ave to Snelling Ave.

Dale Street Safety Conversion
Ramsey County, in collaboration with Roseville and Saint Paul, is redesigning Dale Street between Highway 36 and Como Ave. This includes a 4-to-3 lane conversion of Dale Street, intended to reduce the frequency and severity of crashes. The road will be resurfaced and restriped and the traffic signals will be replaced or updated. This project started in 2024 and the final stage is expected to begin in April, to install new pedestrian islands for crosswalks, a center turn lane, bike lanes, and new pavement. Hamline Avenue
Hamline & Clarmar Avenue Drainage Project
Ramsey County and the city of Roseville are collaborating on a drainage project to reconstruct storm sewer pipes to Lake Josephine. This will accommodate stormwater flows and alleviate flooding. This area is just north of Autumn Grove Park. Construction is expected to begin this summer with likely road closures late summer/early fall.
Bike Lane Demonstration
In May, Roseville is collaborating with Ramsey County to add on-road bollard protected bike lanes on Hamline Ave from County Rd. B to County Rd. B2. This is funded in part by the Active Transportation Planning Assistance Grant from MnDot, for developing the city’s first Bike Plan. Learn more about Roseville’s Bike Plan here.
Future Hamline Ave Construction
Hamline Ave from County Rd. C to Snelling Ave will be under construction in 2026 to install a new pathways and a new water main. A public neighborhood meeting is tentatively scheduled for May 1, 2025 at Autumn Grove Park from 6:00 to 7:30 p.m. This is an informal meeting to learn about the project. Larpenteur Ave Woodview Marsh Improvements
Ramsey County is replacing stormwater pipe and stormwater structures along Larpenteur Ave between Mackubin St. and Cumberland St. This will improve water quality and protect the area against erosion. Construction is expected to begin this summer and vehicle traffic will be reduced to one lane in each direction. There will also be a pedestrian and bike detour.
County Rd. D ADA and Pavement Project
Ramsey County will be resurfacing the pavement on County Rd D from Highcrest to Cleveland this year. The County will also be reconstructing the corners to add pedestrian ramps to bring them into ADA compliance.
Sanitary Sewer Main Lining
The City of Roseville is replacing the city’s aging sanitary sewer main linings in 2025. The majority of the sewer mains were constructed in the late 1950s and early 1960s. Rather than digging and replacing the clay pipes, which are susceptible to cracking and root damage, the city will be installing new liner pipe inside the old pipes. This will extend the life of the sanitary sewers by 50 years or more. Work will begin this summer. Highway 36
MnDot is working to finish the project that started in 2024 on Highway 36 from Roseville to Little Canada. You may have noticed new exit signage with exit numbers at off-ramps. This work is continuing with some overnight ramp closures. Spring roadwork also includes cable median barrier installation and construction on the storm water drainage pond in the southeast corner of Hwy 36 and Cleveland Ave. View this webpage for details on the MN Hwy 36 construction project that’s been underway since June 2024. Additional Public Works Projects
The City of Roseville will be installing an additional 160 streetlights throughout the city, in partnership with Xcel Energy. Learn more here.
City utility work and Ramsey County traffic signal replacements are also likely to take place this year, but specific information is not yet available, according to Lowry.
